A diaper can be completely clean on four of these and quiet on the fifth. That is roughly where Millie Moon sits, and we think you deserve to know which one.
What Millie Moon Tells You
Straight from Millie Moon's own diaper page:
- OEKO-TEX Standard 100 certified. This is the badge we look for first. It is an independent certification that tests the finished product against a long list of restricted substances, including phthalates, heavy metals and formaldehyde.
- Certified by Dermatest, an independent dermatological testing program.
- Fragrance free.
- Latex free.
- Free from lotions.
- A pH balanced liner and a high-GSM topsheet, which is their way of saying the layer against your baby's skin is thicker and softer than average.
That is a genuinely good list, and OEKO-TEX does a lot of quiet work on it. Because the standard restricts phthalates, an OEKO-TEX certified diaper is very unlikely to contain them even when the brand never uses the word.
What Millie Moon Doesn't Tell You
There is no chlorine claim. Millie Moon's own diaper page says nothing about chlorine at all. Not "totally chlorine free," not "elemental chlorine free," not "chlorine free." Retailer listings describe the pulp as elemental chlorine free, but the brand does not confirm it. In a category where a chlorine claim is the standard thing clean brands lead with, that silence is worth noticing.
There is no paraben or phthalate claim. The OEKO-TEX certification makes phthalates unlikely, but the brand does not say it. If you go looking for it on the package, you will not find it.
There are no published test results. A few brands now publish their third-party chemical screening. Millie Moon does not.
Millie Moon is developed in New Zealand and assembled in China, according to retailer listings. That is not a safety issue on its own, since OEKO-TEX applies wherever a product is made, but parents asking this question usually want to know.
Why We Prefer a Stated Chlorine Claim
Here is the piece that helps everything else make sense.
Wood pulp is brown. To make it white and absorbent, mills bleach it. Elemental chlorine free (ECF) uses chlorine dioxide. Totally chlorine free (TCF) uses oxygen, ozone or hydrogen peroxide, and no chlorine compound at all.
ECF is the mainstream industry standard, and it is far cleaner than the elemental chlorine process it replaced back in the 1990s. The dioxin concern you may have read about belongs to that older process, not to ECF. Neither one is going to hurt your baby.
But TCF closes the question completely, and it is the claim the brands we carry are willing to put in writing. When you are already reading the back of the package, having the answer printed there matters.

What We Didn't Recommend, and Why
We would rather tell you what we left out than pretend everything is equally good.
- "Eco" or "bamboo" diapers with no certification. Bamboo viscose is chemically processed to exist. Without OEKO-TEX or something equivalent, the word bamboo tells you nothing about the finished diaper.
- Anything marketed as "chemical free." Water is a chemical. A brand that is imprecise there is usually imprecise elsewhere.
- Scented diapers, at any price. Fragrance is the one ingredient with a clear, well-documented link to diaper area irritation. It is the easiest thing to remove, and there is no reason for it to be there.
Lifestyle Tips for Happier Diaper Changes
The diaper is only part of the picture. A few things make more difference than the brand on the package:
- Change often. Time spent damp matters more than almost anything else.
- Let the skin dry for a moment before the fresh diaper goes on.
